Primary Purpose:
Support the Area Director of Special Education in overseeing the implementation and effectiveness of the charter’s special education program. Ensure that students with disabilities receive appropriate services aligned with their Individualized Education Programs (IEPs), and that all practices adhere to federal, state, and local regulations. This role includes a strong emphasis on ensuring compliance with State Performance Plan Indicator 13 (SPPI 13), focusing on quality transition planning for secondary students.

Education/Certification:
Master’s degree, preferred
Administrator/Principal Certification, preferred or
Diagnostician Certification, preferred
Special Knowledge/Skills:
Knowledge of federal and state special education law
Understanding of the individual needs of special needs students
Ability to communicate with all levels of special needs students and their parents
Ability to implement policy and procedures
Ability to interpret data
Ability to manage budget and personnel
Strong organizational, communication, and interpersonal skills
Experience:
Three years of teaching experience in special education, preferred
Supervisory experience, preferred
Major Responsibilities and Duties:
Instructional and Program Management
1. Oversee the development and delivery of special education curriculum and instructional programs that incorporate charter goals and support student achievement. Ensure that curriculum renewal is continuous and responsive to student needs.
2. Monitor the special education referral process and ensure that student assessments and recommendations regarding placement and program management for individual students are completed in a timely manner.
3. Monitor the admission, review, and dismissal (ARD) process area wide. Participate in committee meetings as needed to ensure that students are placed appropriately and development of individual education plans for students are consistent with charter procedures. Ensure that student progress is evaluated on a systematic basis.
4. Evaluative findings (including student achievement data) to gauge special education program effectiveness. Make changes when warranted.
5. Ensure that the necessary time, resources, materials, and technology to support and accomplish educational goals are available. Encourage and support the development of innovative instructional programs.
6. Support the coordination of work-based learning, employment, and community-based experiences, and provide professional development and presentations on transition-related topics.
7. Assist with transition services for special education students entering and exiting public school programs.
8. Support campus administrators and staff in implementing IDEA with fidelity, and provide technical assistance to ARD committees to facilitate data-based decision-making.
9. Demonstrate support for the charter’s student management policies and expected student behavior related to special education program.
Policy, Reports, and Law
10. Implement the policies established by federal and state law, State Board of Education rule, and local board policy in area of special education.
11. Conduct State Performance Plan Indicator 13 (SPPI 13) audits.
12. Monitor compliance data with respect to ARD decisions, removals, progress, and state assessment.
Communication and Community Relations
13. Establish and maintain a professional relationship and open communication with principals, teachers, staff, parents, and community members.
14. Serve as charter liaison to community agencies providing services to students and notify parents and students of available services.
15. Demonstrate awareness of charter community needs and initiate activities to meet those needs.
16. Use appropriate and effective techniques to encourage community and parent involvement.
17. Facilitate communication between Area and HQ staff.
18. Respond to parent concerns and complaints.
