Job Title: Human Resources Analyst II - Talent Management Unit (TMU)

Location: Providence, RI (On-site)

Job Type: Temporary (up to one-year contract)

About the Role:

The State of Rhode Island is seeking a Human Resources Analyst II to join the Talent Management Unit (TMU) for a state agency in Providence, RI. This is a vital role responsible for supporting the full scope of human resources processes aimed at attracting, developing, motivating, and retaining a high-performing workforce for the state. The HR Analyst II will provide oversight and assistance on all talent management initiatives and a broad range of HR services, strategically deploying HR resources to help achieve unit objectives.

Key Responsibilities:

  • Talent Acquisition & Onboarding: Coordinate all phases of individual recruitment processes, including onboarding and orientation of all new employees. Monitor vacancies, ensure timely submittal of Personnel Action Requests (PARs), and post agency vacancies.
  • Employee Relations: Assist with various employee relations matters.
  • Personnel Transactions: Ensure the creation and timely processing of all personnel actions for agency employees, including step increases, transfers, leaves, and terminations.
  • Benefits & Leave Inquiries: Assist with benefits and leave inquiries.
  • Reporting: Complete required and requested HR reports.
  • Strategic Support: Provide oversight and assistance on talent management initiatives and contribute to the strategic deployment of HR resources.

Qualifications:

  • Bachelor’s degree with a specialization in human resources management or a closely related field.
  • Three (3) or more years of experience in a talent management or human resources generalist role.
  • Extensive and current HR expertise, particularly in recruitment and onboarding.
  • Excellent written and verbal communication skills.
  • Advanced technological skills and the ability to quickly adapt to new technology.
  • Ability to operate independently and efficiently while also serving as a contributing member of a team.
  • Ability to maintain the utmost level of confidentiality.
  • Demonstrated ability to prioritize appropriately.
  • Sound judgment and decision-making skills.
  • Proven ability to complete deliverables in a timely manner.
